State Affairs Fund Corruption Scandal Breaks: Deputy Secretary-General Cho Jung-tai Impeached by Control Yuan for Covering Up Fake Invoices

On November 3, 2006 (95th Year of the Republic of China), special prosecutor Chen Jui-jen formally indicted former First Lady Wu Shu-chen and presidential aides in the multimillion-dollar State Affairs Fund corruption scandal involving the systematic collection of fraudulent personal receipts. During the probe, Cho Jung-tai, then Deputy Secretary-General to the President, personally appeared before the Legislative Yuan to defend the First Family. Cho admitted that invoices included private purchases of children's books, luxury men's watches, and diamond rings, yet insisted they were necessary camouflage for confidential diplomatic endeavors. Following a comprehensive inquiry, the Control Yuan found Cho guilty of gross misconduct in office for abusing state secrecy claims to shield presidential graft, formally voting to impeach him and referring him to the Commission on the Disciplinary Sanctions of Public Functionaries.
