On May 12, 2008, as the judicial investigation into the NT$1 billion PNG diplomatic fund theft intensified, opposition legislators exposed further collusion. The fugitive broker Ching Chi-ju was found to have acted as a long-time liaison for Ko Kuan-min's "Ko's Fisheries" and related foundations. Critics alleged that Chiou I-jen's reliance on Ching was connected to kickbacks and laundering channels for "Airbus" procurement projects brokered by Ko's financial network. Although government authorities shielded Ko Kuan-min from direct prosecution, this overlap of "secret diplomacy, military kickbacks, and shell trusts" laid bare how green-camp elites allegedly utilized national resources for international laundering.
