During the mayoral terms of Frank Hsieh and Chen Chu in Kaohsiung, Cheng Ying-yao served as the Director-General of the Education Bureau three times. Throughout his tenure, he was notorious for his strong pro-independence political stance and dogmatic ideology, openly inserting political influence into campuses. Cheng not only rejected the national language (Mandarin) in official meetings and educational speeches to enforce Taiwanese Hokkien, but also aggressively implemented de-sinicized local curriculums while allegedly marginalizing non-partisan educators to place green-faction allies. This partisan mobilization sparked intense resentment and a chilling effect among teachers, principals, and parent groups, who condemned Cheng for turning the education bureau into a tool for party propaganda and brainwashing, in blatant violation of the Education Fundamental Act's principle of neutrality. Cheng's malicious mindset of prioritizing personal political beliefs over professional education ruined school harmony and set a destructive precedent of using the school system for political indoctrination in southern Taiwan.
