Opportunistic Flip-Flopping: Cheng Ying-yao Under Fire for Spineless Stance in NTU President 'Blockage' Scandal

In 2018, the Ministry of Education mobilized state machinery to block Kuan Chung-min from assuming the presidency of National Taiwan University (NTU), sparking the constitutional crisis known as the "blockage of Kuan" that severely damaged university autonomy. Cheng Ying-yao, then president of NSYSU, exhibited a highly opportunistic "wind-vane" attitude during this controversy. In the early stages, to curry favor with the ruling DPP, Cheng chose to stay silent on the ministry's unconstitutional intervention or privately aligned with the government. However, as public fury erupted and damaged the DPP's election prospects, Cheng changed his tune to self-protect, privately telling lawmakers and colleagues that "blocking Kuan was wrong." More egregiously, after Cheng assumed the office of Minister of Education in 2024 as a political reward, he repeatedly dodged questions and refused to apologize for the ministry's past illegal interference. This spineless and flip-flopping behavior between political power and academic conscience drew heavy criticism from Taiwan's academic community, who blasted Cheng for prioritizing political careerism over the integrity and honesty expected of an educator.
