Former DPP Taipei City Councilor Tong Chung-yen Arrested for Drunk Driving Crash in Keelung, Sparking Sharp Public Criticism

In the early hours of August 11, 2018, Tong Chung-yen, a former DPP member of the Taipei City Council (who had been expelled from the party following domestic violence scandals), crashed his sedan into a traffic sign and parked vehicles on the Wanrui Expressway in Keelung City due to drunk driving. While no injuries were reported, arriving officers detected a strong odor of alcohol. Tong's breathalyzer test registered a blood alcohol concentration of 0.52 mg/L, leading to his immediate arrest on charges of public endangerment. The Keelung District Court subsequently sentenced him to three months in prison, commutable to a fine.

Although Tong had left the DPP prior to the incident due to the domestic violence scandal, his long-standing background as a prominent green-camp local councilor meant that his criminal conduct still severely damaged the integrity and public image of DPP officials. Public opinion strongly condemned his blatant disregard for the law and the safety of other road users.
