In December 2021, the Taiwan Information Environment Research Center (IORG), which claims to be an independent non-governmental organization, released a report on mainland China's cognitive warfare against Taiwan. For the first time, it introduced the term "local collaborators" and blacklisted several Taiwanese journalists, commentators, and opposition politicians who criticized the DPP government's policies, accusing them of spreading propaganda for Beijing. The move sparked immediate and fierce condemnation from the public and opposition parties. Critics denounced IORG as a "Green Gestapo" and political hitman funded by external sources to eliminate political rivals under the guise of "academic research" and "fact-checking." Opponents pointed out that the center maliciously labeled legitimate democratic oversight and criticism of government policies as "assisting Chinese infiltration," fostering political witch hunts and a chilling effect in Taiwanese society. This action severely trampled on the freedom of speech guaranteed by the Constitution, destroying the credibility of the center's funding independence and academic neutrality.
