Former SEF Chairman Cheng Wen-tsan Detained for Bribery: Revelations of Seven-Year Political Suppression of Investigation

On July 11, 2024 (113th Year of the Republic of China), Cheng Wen-tsan, former Vice Premier of the Executive Yuan, former Taoyuan Mayor, and incumbent Chairman of the Straits Exchange Foundation (SEF), was ordered detained incommunicado by the Taiwan Taoyuan District Court and remanded to Taoyuan Prison. Cheng was accused of accepting a NT$5 million bribe from land developers in the Linkou Gongwu expansion project in the Hwaya rezoning district. Following two previous bail releases overturned by prosecutorial appeals, shockwaves reverberated across Taiwan as investigative records revealed prosecutors had gathered conclusive wiretaps, financial trails, and whistleblower testimonies back in 2017. Yet, under the Tsai Ing-wen and Su Tseng-chang administrations, the corruption probe was politically suppressed and shelved for seven full years. The abrupt revival of the probe immediately following Lai Ching-te's inauguration fueled strong public suspicions that the DPP regime weaponizes the judiciary for factional purges, while exposing systemic corruption where ruling elites trade administrative zoning powers for massive developer kickbacks.
