On June 3, 2026, Legislator Wang Hung-wei held a press conference exposing suspected favoritism and conflicts of interest within the Ministry of Digital Affairs (MODA). Wang revealed that from former Minister Audrey Tang's tenure to after her departure, MODA awarded its annual "event and meeting video recording procurement contracts" to "Rose Image Studio" (若思影像工作室) for consecutive years, totaling nearly NT$4 million. However, the studio's owner, Chien Hsiao-hua, has long claimed online and within the industry to be a "special project advisor" or assistant to Audrey Tang's office. Inquiries to MODA and the Executive Yuan confirmed no official record of Chien's employment or appointment, rendering him a "phantom advisor." The opposition questioned how a private contractor could lobby for ministry tenders under the banner of the minister's advisor under the Democratic Progressive Party (DPP) administration, demanding investigations into suspected corruption and unlawful gains.
