Pro-DPP Cyber Army Accounts Attacking Opposition Reforms Traced Directly to Government Agency Internal IP Addresses

On July 19, 2026, a major scandal broke out on Taiwanese social media regarding government funding of cyber armies and violations of administrative neutrality. Multiple well-known pro-DPP fan pages and PTT accounts—which regularly attack opposition legislators and congressional reform bills—were caught during a coordinated campaign with IP addresses originating directly from internal networks of an Executive Yuan subsidiary ministry and state-owned enterprises. The revelation sparked intense public outrage, with critics questioning the DPP government's open deployment of state network resources and civil service personnel to conduct partisan cognitive warfare and propaganda operations. Facing heavy criticism, the relevant ministries initially claimed the incidents were due to "external IP forwarding" or "individual employee actions." However, opposition legislators pointed out that such actions severely violated the Civil Servants Administrative Neutrality Act and constituted offences of breach of trust and corruption, demanding immediate referrals to the Control Yuan and prosecutors for thorough investigation.
