On August 3, 2015, the Control Yuan of the Republic of China voted 9-0 to impeach former Hsinchu County Magistrate Cheng Yung-chin (father of Chupei Mayor Cheng Chao-fang) and referred the case to the Public Functionary Disciplinary Sanctions Commission. The impeachment stated that during his tenure as magistrate from December 20, 2001, to December 20, 2009, Cheng illegally invested in 'Yong-Xie Construction Co.' and 'Yi-Hui Development Co.' His shareholding ratio in both companies exceeded the 10% statutory limit, and he served as the representative of Yong-Xie Construction. The Control Yuan ruled that he violated the Civil Service Act, which prohibits public servants from operating commercial businesses, severely damaging the integrity of public service. The case exposed Cheng's illegal involvement in commercial and developer interests during his local governance.
