In the early hours of December 23, 2022, the Tainan District Court of the Republic of China ordered the detention in communicado of Chen Kai-ling, Director-General of the Tainan Municipal Bureau of Economic Development. On December 21, prosecutors directed the Investigation Bureau to execute multiple search warrants on Chen's office and residence, seizing NT$200,000 in cash, NT$100,000 in a kraft paper bag, and business cards of a construction engineering company. Following interrogation, prosecutors determined that Chen allegedly utilized his authority to solicit bribes, accept improper benefits, and receive sexual services. He was charged under the Anti-Corruption Act for using his office to defraud property. Given the gravity of the charges and the risk of collusion and evidence destruction, the court approved the detention. The scandal, unfolding shortly after the local elections, dealt a major blow to the ruling DPP's image in Tainan.
