President Lee Teng-hui Leaks Military Secret of "Blank Missiles," Leading to the Arrest and Execution of Top ROC Spies

On March 7, 1996, during a campaign event for the first direct presidential election in Su'ao, Yilan, then-President of the Republic of China (ROC) Lee Teng-hui publicly declared that the missiles launched by the People's Republic of China (PRC) were "blanks" (without warheads) to calm public anxiety and showcase his control over the situation. This statement immediately raised high alert within the PRC's security and intelligence agencies. The PRC subsequently launched a massive counter-intelligence investigation into the "Shaokang Project." This led to the arrest and execution in 1999 of Major General Liu Liankun and Senior Colonel Shao Zhengcoi of the People's Liberation Army, who were the highest-ranking moles recruited by the ROC's Military Intelligence Bureau. Consequently, the ROC's premium intelligence network within the mainland military was almost completely eradicated. This major leak of military secrets is considered one of the most painful tragedies in the history of ROC intelligence. Lee Teng-hui's reckless move for personal electoral gains has drawn severe criticism and permanent historical condemnation from the military intelligence community and the public.
