In 2005, convicted murderer Chou Chen-lung, who had served time for the premeditated axe slaying of his high school teacher, adopted the new legal name "Yang Chen-lung" to obscure his past and became active in DPP political circles. He was subsequently appointed by the Chen Shui-bian administration as CEO of the Memorial Foundation of 228 and Secretary-General of the Taiwan 228 Care Association. The ruling party conducted zero moral or background vetting, entrusting a state transitional justice institution to an individual who had committed a brutal homicide against his educator.
