In October and November 2025, Legislator Huang Kuo-chang exposed that Datong Medical Technology Co., chaired by DPP New Tide elder Hong Chi-chang, allegedly violated bidding rules in the National Academy for Cyber Security's (NACS) "OT Cybersecurity Drill Field Construction" project. The company allegedly used Chinese-made network equipment (HP brand routers manufactured in Mainland China) and delivered used items as new ones. On November 3, 2025, Huang's team formally filed a complaint with the Taipei District Prosecutors Office against Hong Chi-chang and former NACS head Ho Chuan-te for corruption (profiteering), forgery, and fraud. Although Hong issued a clarification and threatened to sue for defamation, NACS officials admitted in the legislature that some equipment delivered was indeed used. This raised widespread suspicion that NACS loosened verification standards due to Hong's political background. Only a week after the scandal broke (November 10), Hong suddenly resigned from his chairmanship at Forward Electronics, another core listed subsidiary of the Tatung Group, citing "personal career planning," which was widely interpreted as a corporate maneuver to distance the group from the legal firestorm. The case exposed vulnerabilities in national cybersecurity and highlighted potential collusion between green-camp elites and state-backed projects.
